Area Agency On Aging Advisory Committee

The Board’s purpose is to promote and ensure quality services for older adults in Barry and Calhoun Counties in order to maintain/increase their independence, dignity and quality of life.

Every Fourth Monday at 4:00 p.m. in the Valentine Room at the Burnham Brook Center, 200 W. Michigan Avenue, Battle Creek, Michigan.

Authority

The Region III-B Area Agency on Aging is an operating division of Burnham Brook Center, a Michigan non-profit corporation directorship of which the operating division was formed to permit the execution of programs under the Older Americans Act of 1965, as amended by Older Americans Comprehensive Services Amendments of 1973, other legislation affecting the elderly, and Bylaws of the Policy Board of the Region IIIB Area Agency on Aging.

The Committee is comprised of representatives from the Burnham Brook Board, designated by the Burnham Brook Board; the Barry County Board of Commissioners Member, designated by the Barry County Board of Commissioners; the Calhoun County Board of Commissioners, designated by the Calhoun County Board of Commissioners; Four At Large Members, designated by the County Board of Barry and Calhoun in proportion to their respective senior population -- Barry County One, Calhoun County Four. Area Metropolitan Services Agency

The Agency is a non-profit organization funded by contributions of the local governments for the purpose of cooperatively providing public services.

The Agency is comprised of individuals representing the Cities of Springfield and Battle Creek, and the Townships of Newton, Leroy, Emmett, Pennfield and Bedford. Annual Appointments.

Battle Creek Area Transportation Study Policy Committee

The Committee provides transportation planning for the Battle Creek Metropolitan area.

Battle Creek Downtown Development Authority

Created and authorized by the Battle Creek City Commission pursuant to Act 197 of the Public Acts of 1975 of the State of Michigan. (City Commission Resolution of January 23, 1979).

Membership

Eight members, plus the Chief Executive Officer of Battle Creek City, with at least five members having an interest in property located in the downtown district. Four year terms for official members. City members are appointed by the City Manager with the approval of the City Commission.

None paid to Calhoun County’s representatives. City members receive no compensation, however, do receive reimbursement for actual expenses.

Board of Canvassers

Canvassers are responsible for the certification of election returns for all national, state, local and school offices; and is also responsible for conducting recounts for all units of government in the County, testing defective voting equipment and inspecting ballot containers.

Meetings

The Board meets as required to meet its statutorily specified duties and responsibilities. Generally, meetings are called by the County Clerk. The Board Chairperson and Vice Chairperson also have the authority to call meetings.

Membership

Four members. The two political parties that cast the greatest number of votes for the office of Secretary of State at the last election at which the office was filled are each permitted to have Two representatives on the Board. Each Board member serves a four-year term. The terms of the members are staggered so that both parties represented on the Board have one member’s term expiring on October 31 of each odd-numbered year. A member must be a qualified elector of the county and must take and subscribe to the constitutional oath of office. An elected public officer may not serve. If a member becomes a candidate for public office or accepts a position as a precinct inspector, his/her position on the Board becomes vacant.

Compensation

If the county’s population is less than 475,000, members receive actual and necessary expenses incurred in the performance of their official duties, and in addition shall be paid the same daily rate as is paid the members of the Board of Commissioners {$0} for meetings. Currently, members receive mileage reimbursement at $.10 per mile. Meals costing $3 to $5 each. Per Diems of $40 per day for other than County elections, if the elections are reimbursed from other than county funds.

Board of County Election Commission

The Commission is responsible for the approval of ballot preparation for state and county elections; and approving or disapproving the clarity of language on petitions to recall elected officials.

Board of Public Works

To establish polices and review operations of the Public Works Department on behalf of the Board of Commissioners. The Board of Public Works has the responsibility of administering the various Public Works Projects Construction and Debt Service Funds under the provisions of Act 185 of the Public Acts of 1957, as amended, and the Board of Public Works Revolving Fund.

Calhoun/Barry Voluntary Mortgage Review Board

The Board’s purpose is to establish a review procedure for rejected loan applicants who believe their mortgage or home improvement application has been rejected or altered in violation of the Mortgage Lending Practices Act 135 of 1977 and to attempt to place loans for rejected applicants.

The Board is comprised of eight members. Three members are appointed by member financial institutions, and five members are appointed from the public at large by the governing units within Calhoun and Barry Counties. Calhoun County appoints two members. The five members appointed from the Community at Large serve for two years. The three financial institutional members serve for a one year term.

Calhoun County Agricultural and Industrial Society

The Board of Commissioners’ representative serves as a liaison to the Society. The Society, through its Board of Directors, controls the management of the Annual Calhoun County Fair and lets all contracts, determines the time of holding the Fair, establishes the rules and regulations concerning the operation of the Fair.

Meetings

The regular annual meeting shall be held on the third Thursday of January at the B.E. Henry Community Building, Marshall, Michigan, or such other place as may be designated by the Board of Directors. Special meetings may be called at anytime by the president and shall be called whenever one-tenth of the members request such in writing.

The appointment term of the Board of Commissioners’ Liaison coincides with Commissioner’s term on the Board of Commissioners. The Board of Directors consists of ten persons elected from the membership of the Society with three year appointment terms.

Calhoun County Agricultural Preservation Board

To oversee the Calhoun County Farmland Preservation Program and shall be responsible for establishing selection criteria for the ranking and prioritization of applications to the Program, establishing a points-based appraisal formula for determining the value of the agricultural conservation easements, reviewing and providing oversight in scoring all applications according to the adopted selection criteria, ranking and prioritizing the top scoring applications for acquisition and determining whether the development rights should be purchased; further, approving the restrictions and permitted uses under the agricultural conservation easement, establishing the price to be offered to the property owner and initiating negotiations for the purchase of development rights and agricultural conservation easement, and establishing monitoring procedures and overseeing subsequent monitoring to ensure compliance with the agricultural conservation easement.

Seven Members comprised as follows: One County Commissioner, *One General Township Representative, One Real Estate/Development Representative, One Conservation Representative, Three Agricultural Representatives. The appointment term is for three years; staggered, with the exception of the County Commissioner Representative which is an annual appointment. The initial terms are staggered whereby one of the Agricultural Representatives and the Real Estate/Development Representative shall serve an initial one-year term, the second Agricultural Representative and the General Township Representative shall serve an initial two-year term, and the third Agricultural Representative and the Conservation Representative shall serve an initial three-year term. *Ordinance Amendment of August 17, 2006.

Calhoun County Building Authority

To make decisions regarding acquisition, furnishing, equipping, owning, improving, enlarging, operating and maintaining a building(s), parking lots or structures, recreational facilities, stadiums for any legitimate public use of Calhoun County.

Calhoun County Community Corrections Advisory Board

To apply for and oversee the expenditure of State funds for community corrections programs under the provisions of Public Act 511 of 1988.

Public Act 511 of 1988 specifies the membership, which includes representatives from the communications media, business community and public at large. Appointment is by the Board of Commissioners, and appointment terms are indefinite and at the pleasure of the Board of Commissioners.

Calhoun County Consolidated Dispatch Center Authority Governing Board

Purpose

To operate the Calhoun County Consolidated Dispatch Center for participating local governmental units and other supporting agencies or entities.

Nine members, Comprised as follows: One member selected by the Calhoun County Board of Commissioners, Two members selected by the City of Battle Creek, One member selected by the City of Marshall, One member selected by the City of Albion, One member selected by the Calhoun County Township Association, One member selected by the Area Metropolitan Services Agency, Calhoun County Sheriff, Michigan State Police Representative. Terms are as follows: One Year for One Member selected by the City of Battle Creek. Remaining Members: Two Year Appointment, commencing January 1 of each year.

Calhoun County Economic Development Corporation

To review projects relative to economic development of municipalities under the provisions of Public Act 338 of 1974.

Meetings

Quarterly on the First Tuesday of the month at 7:30 a.m. in the New Human Resource Department Conference Room, Calhoun County Building, Top Floor, 315 West Green Street, Marshall, Michigan.

Authority

Membership

Nine Members appointed for six year terms, staggered, by the Board of Commissioners. No more than three of the members shall be an officer or employee of the governing body and at least two members shall be representative of neighborhood residents likely to be affected by activities of the Corporation.

Thirty Dollars per meeting expensed from the Corporation’s bond proceeds.
