Karamchandani called the meeting to order at 8:00 a.m.
Consent Agenda
Gerow motioned for approval of agenda. Ponds seconded. All in favor.
Motion passed. December minutes were not approved as there was no
quorum.
Financial Report
Eva presented the financial report. Overall CCPHD revenues have
exceeded expenditures for the three months ending December 2009 by
$32,104. Department revenues are 21% and expenditures are 20% compared
to an anticipated 25%. CCPHD has used 30% of Phase One H1N1 funding. We
are staying within the budget and find no need to apply for Phase Four
funding.(another 200,000.00).
Refugee Presentation
Regina Crooks, Personal Health Manager, presented the Refugee
Program annual report. The program has served 126 clients this year.
This program is federally funded. Since Dr. Harrington’s Civil Surgeon
designation, CCPHD is permitted to issue the final approval for refugees
to obtain their green card. The yearly review was conducted in October
and was very positive. The Burmese population is acclimated to the
Battle Creek area and the health department is very hopeful to continue
serving this population.
Health Officer Report
Rutherford presented the Health Officer report to the Board. This
report included the Epidemiologist/Data Analyst position update:
Jennifer Cook has accepted the position and will start on February 1,
2010; the Insight software will begin implementation spring 2010; H1N1
update: the Health Department has distributed 23,000 doses of vaccine
throughout the county and has 8,000 doses left; and the Michigan County
Health Ranking report will serve to be a useful tool for CCPHD as we
continue to develop new and enhance existing programs to target
unfavorable health indicators in Calhoun County. A grant report update
was distributed and summarized. Calhoun County Public Health Department
applied for 15 grants, for FYE 10 funding, totaling $870,711.60 dollars.
Of those grants, eight were secured, ($450,291.60), three were declined,
and four remain outstanding. The total funded percentage, excluding
outstanding grants, is 82%.
