Reading of the April Committee meeting Minutes and March and April
Activity Report:
April Veterans Affairs Committee meeting Minutes were read and
accepted.
March and April Veterans Affairs Activity Reports were read and
accepted.

Old Business:
Calhoun County Civil Counsel, Nancy Mullet, attended the meeting for
the purposes of providing both clarification to legal questions as they
pertain to the role of the Committee and direction for the institution
of Veterans Affairs Committee bylaws. Ms. Mullet and the Committee
members engaged in an in-depth discussion involving a multiplicity of
topics and issues relative to the purpose and scope of bylaws. Some of
the topics and issues included: the number of Committee members; the
need to address emergency situations relative to the Soldiers’ and
Sailors’ Relief Fund and the Open Meetings Act; the authority possessed
by the Veterans Affairs Committee and the County Board of Commissioners
relative to office staff personnel; the role of the union contract
relative to the Service Officer position; etc. To assist in Ms. Mullet’s
explanation of bylaws, she furnished a number of examples that govern
other agencies. In the end, both the Committee and Ms. Mullet agreed
that the level of intelligent communication between she and the
Committee is both useful and utterly necessary. Ms. Mullet stated that
her intention is to attend the monthly Veterans Affairs Committee
meetings at least thorough the end of the year.
New Business:
The Committee recognized the Director’s receipt of a plaque from
Chapter 110, Military Order of the Purple Heart. The plaque was
presented to the Director at the Military Order of the Purple Heart
State convention on May 9, 2003. The purpose of the plaque was to
acknowledge the excellent working relationship that the Calhoun County
Veterans’ Affairs office has developed with both Chapter 110 and the
Military Order of the Purple Heart service office in Detroit.
