VETERANS AFFAIRS COMMITTEE MEETING

Minutes: February 8, 2006

Veterans Affairs Committee meeting convened by Veterans Committee Chairman Todd Kaminski at 8:00 A.M.

Pledge of Allegiance–Moment of Silence.

Reading of the January Committee Meeting Minutes:

Motion was made by Mr. Arquette to accept January Minutes as presented. Mr. Martin seconded. By a 4-0 vote, January Committee Meeting Minutes were accepted as presented.

Reading of the January Activity Report:

January Activity Report was read without ensuing discussion.

Applications for General Assistance from the Soldiers’ and Sailors’ Relief Fund:

06-03 Soldiers’ and Sailors’ Relief Application for first months rent in the amount of $425.00 and security deposit in the amount of $425.00–total of $850.00.
  Approved for first months rent in the amount of $425.00 with stipulations. Mr. Savage made a motion to approve first months rent contingent on Applicant 06-03's demonstration that personal funds are available for payment of the $425.00 security deposit–i.e. provide a valid receipt for payment of security deposit. Mr. Martin seconded the motion. By a 4-0 vote, Applicant 06-03 was approved for first months rent for $425.00 as contingent on documentation that security deposit is paid.
   
06-04 Soldiers’ and Sailors’ Relief Application for 2004 property taxes in the amount of $905.57.
  Approved for property taxes in the amount of $905.57. Although not requested by Applicant 06-04, Committee approved for energy in the amount of $504.28– total of $1,409.85. Mr. Savage made a motion to pay $905.57 for property taxes and $504.28 in energy fees for a total of $1,409.85. Mr. Martin seconded the motion. By a 4-0 vote, Applicant 06-04 was approved for property taxes in the amount of $905.57 and energy fees in the amount of $504.28–total of $1,409.85. For the record, Mr. Arquette was concerned that the Committee approved payment of the energy fees without Applicant 06-04 having, first, made a request.
   
06-05 Soldiers’ and Sailors’ Relief Application for rent in the amount of $470.00 and telephone in the amount of $199.71–total of $669.71.
  Approved for rent in the amount of $470.00. Denied telephone in the amount of $199.71. Mr. Martin made a motion to approve rent for $470.00 and deny telephone for $199.71. Mr. Savage seconded the motion. By a 4-0 vote, Applicant 06-04 was approved for rent in the amount of $470.00 and denied telephone in the amount of $199.71– total of $470.00.
   
06-06 Soldiers’ and Sailors’ Relief Application for rent–$425.00.
  Approved for rent in the amount of $425.00 with stipulations. Mr. Martin made a motion to approve $425.00 for rent contingent on Applicant 06-05's demonstration of a valid lease agreement with mention of a payment plan for rent arrearage. Mr. Arquette seconded the motion. By a 4-0 vote, Applicant 06-05 was approved for rent in the amount of $425.00 contingent on the demonstration of a valid lease agreement with mention of a repayment plan for rent arrearage.

New Business:

Director presented to the Committee a letter and a check from Christ Lutheran Church and Preschool drafted to the Calhoun County Veterans Affairs office in the amount of $309.18. The Director reminded the Committee that the Christ Lutheran Church and Preschool congregation helped offset Soldiers’ and Sailors’ Relief Fund expense in helping a veteran receive costly dentures in 2005. The Director stated that due to the amount of money in the Soldiers’ and Sailors’ Relief Fund account, maybe the donated $309.18 could be evenly disbursed to local service organizations who have assisted county veterans at office request in the past. Mr. Arquette stated that the Marshall Area Community services center may be an appropriate place for donation. Mr. Kaminski disagreed by stating that the purpose of these donated funds was to exclusively assist veterans. Because the Marshall Area Community services center is not exclusively veteran oriented, donating these funds to that organization may jeopardize the premise behind the Christ Lutheran Church and Preschools congregation’s intent to assist veterans. The Director, again, stated that if this donation was evenly distributed to local service organizations for the sole purpose of directly assisting a veteran who demonstrates an immediate crisis, then the Christ Lutheran Church and Preschool congregation’s intent would be satisfied. The Director further reminded the Committee (each of which belong to local service organizations) that local service organizations have been extremely generous to local veterans and the requests for monetary assistance from the Calhoun County Veterans Affairs office in the past. Mr. Savage made a motion to evenly distribute the donated check to the following local service organization posts: Vietnam Veterans of America, Disabled American Veterans, and the Military Order of the Purple Heart. Mr. Martin seconded the motion. By a 4-0 vote, the motion passed.

Mr. Martin stated that as a Disabled American Veteran representative at the Veterans Affairs Medical Center, Battle Creek, he needs passengers for the Disabled American Veterans sponsored van.

Mr. Kaminski formally announced the he will be activated for military service on February 16, 2006. Mr. Kaminski stated that in his absence, he does have a recommendation for a person to serve on the Committee as the Persian Gulf Era representative. Mr. Kaminski stated that this interim appointment would serve the Committee well. Mr. Savage stated that he was not aware of such a stipulation in the bylaws to allow for an interim appointment. The Committee recommended that the Director contact Calhoun County Civil Counsel, Nancy Mullet for direction.

Meeting adjourned at 10:00 A.M.
