Agricultural Preservation Board
Board of Canvassers
Canvassers are responsible for the certification of election returns for all national, state, local and school offices; and is also responsible for conducting recounts for all units of government in the County, testing defective voting equipment and inspecting ballot containers.
Meetings
The Board meets as required to meet its statutorily specified duties and responsibilities. Generally, meetings are called by the County Clerk. The Board Chairperson and Vice Chairperson also have the authority to call meetings.

Membership
Four members. The two political parties that cast the greatest number of votes for the office of Secretary of State at the last election at which the office was filled are each permitted to have Two representatives on the Board. Each Board member serves a four-year term. The terms of the members are staggered so that both parties represented on the Board have one member’s term expiring on October 31 of each odd-numbered year. A member must be a qualified elector of the county and must take and subscribe to the constitutional oath of office. An elected public officer may not serve. If a member becomes a candidate for public office or accepts a position as a precinct inspector, his/her position on the Board becomes vacant.
Compensation
If the county’s population is less than 475,000, members receive actual and necessary expenses incurred in the performance of their official duties, and in addition shall be paid the same daily rate as is paid the members of the Board of Commissioners {$0} for meetings. Currently, members receive mileage reimbursement at $.10 per mile. Meals costing $3 to $5 each. Per Diems of $40 per day for other than County elections, if the elections are reimbursed from other than county funds.
Board of Health
Purpose
Oversee the planning and fiscal operations of the Health Department; recommend new or expanded programs to the Board of Commissioners; advocate for public health concerns with private practitioners, area health institutions and other interested groups.

Third Monday of each month at 8:00 a.m. in the Health Department Conference Room.

Membership
Seven Members appointed for a three year term by the County Board of Commissioners. The County Board of Health must select a Health Officer who shall possess the professional qualifications established by the State Director of Public Health and shall act as the administrative officer of the Board of Health.

Budget Committee
Purpose
To review departmental requests and prepare the county budget.

Building Authority
Purpose
To make decisions regarding acquisition, furnishing, equipping, owning, improving, enlarging, operating and maintaining a building(s), parking lots or structures, recreational facilities, stadiums for any legitimate public use of Calhoun County.

Membership
Three members in compliance with Public Act 31 of 1948, as amended, and as established with the Authority’s Articles of Incorporation. Appointments are by the Board of Commissioners for a three year term. No member of the County Board of Commissioners shall be eligible for membership.

Economic Development Corporation
Purpose
To review projects relative to economic development of municipalities under the provisions of Public Act 338 of 1974.
Meetings
Annually on the Second Tuesday of the month at 7:30 a.m. in the New Human Resource Department Conference Room, Calhoun County Building, Top Floor, 315 West Green Street, Marshall, Michigan.

Membership
Nine Members appointed for six year terms, staggered, by the Board of Commissioners. No more than three of the members shall be an officer or employee of the governing body and at least two members shall be representative of neighborhood residents likely to be affected by activities of the Corporation.
Compensation
Thirty Dollars per meeting expensed from the Corporation’s bond proceeds.
Department of Human Services Board
Purpose
To supervise and provide for the administration of the county’s medical care facility and child care institution; conduct, in conjunction with the state department, an annual review of social service programs operating within the county; develop policy and supervise the administration of social service programs authorized by the County Board of Commissioners or financed solely from county funds or county administered funds; development and administration of employment programs and work training projects; to review and submit recommendations on contracts involving programs administered by the state department proposed to be entered into between the state department and public or private agencies within the county; to act as the agent for the County Board of Commissioners in the development of coordinated or consolidated approaches to delivery of services between the state department and each public and private social service agency within the county; to represent the County Board of Commissioners in all negotiations between the county and the state department and to make annual policy recommendations to the Michigan County Social Services Association on annual departmental appropriations, priorities for utilization of Title 20 funds, eligibility standards for general public relief and burial, employment programs, work training projects and other related issues.

Information Technology Executive Committee
Purpose
The Committee is responsible for technology strategic planning and prioritization, resource allocation and the development of information technology standards, policies and procedures.
Meetings
Quarterly meetings at 1:00 p.m. alternating between Sheriff Conference Room 221, Justice Center, 161 East Michigan Avenue, Battle Creek, Michigan and the Law Library at the Marshall County Building, 315 West Green Street, Marshall, Michigan.

Membership
Members are appointed for a period of two years. Following expiration of each appointed term the overall makeup and departmental representation of the Committee will be reviewed.

Hospital Finance Authority
Purpose
The Authority was incorporated for the purpose of lending money to a hospital for the purpose of constructing, acquiring, reconstructing, remodeling, improving, adding to, enlarging, repairing, owning and leasing hospital facilities for the use of any hospital within or without the boundaries of the County of Calhoun, refunding or refunding in advance obligations of a local authority, including the Authority, or the state hospital finance authority, or refinancing the indebtedness of a hospital.
Meetings
After 2006, the Authority’s Commission will meet annually on the second Monday of January of each year at 4:00 p.m. or at such other time in January as may be agreed upon. Meetings other than and in addition to the annual meeting may be called by the Chairperson of the Authority or by any two Commissioners of the Authority upon twenty-four hours written or oral notice to each member of the Authority. The meetings shall be held at the principal office of the Authority; e.g., 315 West Green Street, Marshall, Michigan, or at such other place as may from time to time be designated by the Chairperson or by a majority of the Authority.

Membership
Three Members appointed by the Board of Commissioners. The term shall be for a period of three years, expiring on the first Monday in January. The Board of Commissioners shall initially appoint one Commissioner for an initial term expiring the first Monday in January 2007, one Commissioner for an initial term expiring the first Monday in January 2008, and one Commissioner for an initial term expiring the first Monday in January 2009. No member of the Board of Commissioners shall be eligible for appointment to the Authority.
Compensation
The members of the Commission shall be reimbursed for out-of-pocket expenses incidental to their duties, but otherwise such members shall serve without compensation. Expenses of the members shall be payable solely from Authority funds and shall not be an obligation or liability of the County of Calhoun.
Jail Population Management Committee
Purpose
To review the criminal justice system to manage the jail population.

As determined by the Committee Chairman.

Membership
Representatives include Commissioners, elected officials, and jail and court staff as provided within Board Resolution 29-2010. Two year appointment terms.

Jury Board
Purpose
To obtain qualified jurors for Calhoun County’s courts.

Membership
The board consists of 3 qualified electors of the county appointed by the county board of commissioners on recommendation of the circuit judges to 6-year terms.
Compensation
Members are entitled, by board resolution, to be reimbursed for mileage to and from board meetings at the mileage rate provided for county employees attending to county business. There is no salary, daily compensation, or other compensation provided for services.
Juvenile Justice Advisory Committee
Purpose
To develop a collaborative body of community leaders/residents that will assist in the planning and/or implementation of Juvenile Home programs/events. The Committee takes on an advisory approach when sharing plans and ideas to be implemented.

The Committee meets annually.

Parks and Recreation Committee
Purpose
To hold in trust the title to any real estate purchased, acquired by condemnation or accepted for park purposes, to supervise the improvement of such property and to care and maintain such property. The Parks and Recreation Commissioners establishes polices for the County Parks on behalf of the Board of Commissioners.

Membership
Ten Members, two positions specified by statute - the Water Resources Commissioner and the Chair of Calhoun County Planning Commission. The Commissioners shall continue to act until their successors have been duly elected or appointed.

Planning Commission
Purpose
To prepare a master plan to guide the physical, social and economic development of the county and to promote adoption of such plans by the townships, schools and other governmental agencies.

Meetings are held at 4:00 p.m. on the 4th Monday of each month in the Garden Level Conference Room, Calhoun County Building, 315 West Green Street, Marshall, Michigan.

Local Emergency Planning Committee
Purpose
To facilitate preparation and implementation of emergency plans under the provisions of Superfund Amendments and Reauthorization Act 1986.

Retirement Committee
Purpose
To administer the Calhoun County Savings 401(k) Plan as provided in Section 11.02 of the Savings Plan, as amended; and the Calhoun County Deferred Compensation Plan as provided in Paragraph 7 B of the Deferred Compensation Plan, as amended.
Meetings
Periodically as called by the Committee Chairperson, when changes need to be made to the 401(k) Plan or when changing vendors.

Risk Management Committee
Purpose
To review threat assessments, formulate strategic facility plans, develop employee safety programs, implement security improvements and monitor the results of security enhancement projects.

Fourteen Members as approved by Board Resolution Nos. 135-2003 and 24-2006. The make-up of Committee is intended to solicit the participation of employees whose job responsibilities impact or are influenced by security issues and to represent departments and facilities.

Senior Millage Allocation Committee
Purpose
To educate the public regarding senior service needs, to prioritize needs with available resources, to develop the basis for a competitive model and system of awarding bids, to establish/preserve the integrity of the allocation process and to foster public trust.

Every Fourth Friday of the month at 8:30 a.m. in the Lower Level Conference Room, Marshall County Building, 315 West Green Street, Marshall, Michigan.

The Board of Commissioners created the Committee on December 19, 1996.
Membership
13 Members - Revised Bylaws adopted June 7, 2007 to provide appointment of from 1 to 3 Commissioners and reduced membership from 18 members. Membership distribution shall be reflective of the geographic, cultural/ethnic and personal background differences in the Calhoun County populace, specifically including senior/consumer representation. Three year appointment terms, with two additional three year renewals. Current members at the time of the adoption of the Revised Bylaws may be considered for reappointment. Future members not serving at the time of the adoption of the Revised Bylaws that have served nine consecutive years must sit out at least one year before being eligible for reappointment.

Purpose

Summit Pointe Board of Directors
Purpose
To implement the provisions of Public Act 258 of 1974, as amended, and promote related Mental Health services.

Membership
Twelve members. Not more than four members shall be County Commissioners. All members must be legal residents of Calhoun County. No employee of the Mental Health Department (Summit Pointe), Calhoun County program or representative of an agency having contractual relationship with Calhoun County programs may be a member. No more than one half of the members can be public officials or employees. Appointment terms are for three years. Appointment is by a majority vote of the Calhoun County Board of Commissioners. County-wide membership on the Board is considered when vacancies occur.

Veterans Affairs Committee
Purpose
To administer veterans service funds allocated on the local level.
Meetings
The Second Wednesday of each month at 2:30 p.m. in the Veterans Affairs Department.

Membership

Youth Council
Purpose
To raise youth concerns in county government, educate students on the role of government and represent the needs of young people to the Board.

Monthly, in accordance with the Council’s schedule, held in the Law Library, Calhoun County Building, 315 West Green Street, Marshall, Michigan.
